In February 1990, The Community Network was incorporated as a non-profit 501(c)(3) corporation with a small contract with Clark County ADMH Board to operate MeToo! Prevention program with a budget of approximately $45,000.

Budget of approximately $450,000 to provide alcohol and drug treatment services, Me Too! Prevention and a Batterers program. $360,000 of total funding from Greene County ADMH Board (GC ADMH Board).

Expansion of services to include mental health in the amount of $1.6 million from Greene County ADMH Board, for a total budget of approximately $2.3 million.

TCN’s budget increased from approximately $3.0 million to $3.8 million, with the consolidation of Clark County and Greene County ADMH Boards to form Eastern Miami Valley ADMH Board (EMV Board).

TCN’s budget increased from $3.8 million to $5.2 million with the addition of community support services provided by Community Support Services of Greene County, a wholly owned subsidiary of TCN Behavioral Health Services, Inc.

TCN merged with Community Support Services, which added intensive services for the Sever and Persistently Mentally Ill.

A 10-year, 1.5 mil levy for mental health and substance abuse treatment is passed by the citizens of Greene County.

TCN’s budget increased from 3.9 million to 4.2 million due to the addition of an ambulatory detox program and jail services expansion. CSS’s budget continued at 2.9 million for a consolidated budget of approximately 7.1 million.

In January 2000, TCN’s medical model of providing behavioral healthcare services was strengthened by the hiring of a Board-Certified Psychiatrist in the newly created position of Chief Medical Officer.

TCN’s budget increases from 7.1 million to 8 million, due to expansions in psychiatric services by the hiring of a board-certified child psychiatrist, in services to the Greene County Jail, in youth services to the juvenile court system and Greene County Children Service Bureau.

Lynn West became Chief Executive Officer.

TCN discontinues services to youth. “Integrated Youth Services” was created as the child- serving agency. TCN’s budget is approximately $6.8 million.

Walk-in Clinics started to increase access to services.

TCN announced the Grand Opening of a new outpatient office in Fairborn, which consolidated several smaller offices and allowed room for growth.

In October, Creekside inpatient opens in response to the community and statewide opiate epidemic. Creekside becomes the only program in the State of Ohio to be dually licensed by the Ohio Department of Mental Health and the Ohio Department of Alcohol & Drug Addiction Services.

TCN earned its first CARF Accreditation establishing TCN as an organization committed to excellence.

In July, TCN begins providing crisis services for youth. TCN’s budget for the Fiscal Year is $8 million.

TCN receives the highest accreditation from CARF continuing its status as organization committed to excellence.

TCN receives the 2009 Russ Remick Retail – Service Industries Award – the Russ Remick Award is presented in recognition of distinguished leadership in the retail or service industry.

TCN receives Outstanding Services Agency Award from Xenia Area Chamber of Commerce.

Due to state budget cuts, TCN closes Creekside inpatient and Greenbridge II, one of four group home for the Severely and Persistently Mentally Ill. Greenbridge II is reopened as Freedom Hill, a transitional house for men. 

TCN acquired youth services from Integrated Youth Services and Family Solutions Center, a division of TCN was created.

TCN underwent its 3rd CARF audit and again TCN receives the highest accreditation from CARF continuing its status as an organization committed to excellence

TCN purchased a property and opened Family Solutions Center, a division of TCN developed with the mission of providing region-leading mental health and substance use services to adolescents, youth, and families. The 1.1-million-dollar project was co-funded by the Mental Health and Recovery Board of Clark, Greene, and Madison Counties, and made a statement about TCN’s commitment to the youth of Greene County.

Creekside Health Clinic, primary care, opens to serve those individuals currently open to TCN with no primary care physician or health insurance.

TCN transitions from using paper medical record charting to an electronic health record system known as Carelogic.

TCN underwent its 4th CARF audit and again TCN receives the highest accreditation from CARF continuing its status as an organization committed to excellence.

The State of Ohio expanded Medicaid.

In July, TCN purchased a multi-unit apartment complex for transitional housing known as Weaver Park to expand sober living programs, which added 15 beds for long term recovery for men in recovery.

TCN implemented evidence-based practices including Assertive Community Treatment (ACT) and First Episode Psychosis.

TCN added 14 beds for its short-term recovery housing project known as Christopher Park. TCN purchased the apartment complex in Xenia OH in anticipation of the BH Redesign and changes to the length of stay at Christopher House.

September 2017 TCN expands into Montgomery County with the opening of the Kettering office at 3085 Woodman Drive. TCN partnered with the Montgomery County ADAMHS Board to assist in providing services to Montgomery County Clients. Services provided include adult Psychiatry, Substance Use Treatment, Mental Health Treatment, and Prevention services.

TCN develops a new strategic plan and process. Each division leader participated in leading their division employees through the strategic planning process by developing division level strategic plans including vision statements. The division strategic plans are presented to the entire leadership team and utilized as the foundation for the TCN Agency Strategic Plan.

TCN forms a Marketing Committee in line with the goals of the agency Strategic Plan, and completely re-designs how it portrays its services to the public and community partners in an effort to reduce stigma around behavioral health services. TCN re-branded its website, print materials, and community awareness efforts to support the new plan.

Winter 2017, TCN hosts its first annual Coat Drive. Working with community partners and through donations, TCN begins shedding light on those in need of warmth in the cold months by collecting new and gently used coats and redistributing them to those in need.

November 2017, TCN hosts its first annual Angel Tree Program. The program allows TCN employees to adopt clients and client families in need during the holiday season.

January the implementation of Phase 1, the modernization of Medicaid, known as Behavioral Health Redesign (BH Redesign) TCN’s electronic health record, Carelogic, has a billing module that required an entirely new set up. Many changes to clinical procedures and paperwork had to be implemented requiring additional training for staff..

A new service, SUD Partial Hospitalization Program became available. In January, the Xenia location began providing the service. Due to the demand and success of this group, TCN to open an additional SUD Partial Hospitalization group in May at the Fairborn location.

February 2018, TCN adds Peer Recovery services to the agency OhioMHAS certification. These individuals provide services from support, education, attending meetings, and other linkage type services.

Implementation of phase II of BH Redesign, Managed Care Organization (MCO) Carve-in in July, requiring registration with Ohio Medicaid of all providers, regardless of credential or experience.

Expanded youth psychiatry and outpatient services to Montgomery County in the Kettering office to include the following: Psychiatric Care, Substance Use Treatment, Mental Health Treatment, and Prevention services to support parents of youth presenting with these issues.

TCN partnered with local funding boards to train staff in Eye Movement Desensitization and Reprocessing (EMDR) therapy which is an evidence-based practice.

TCN launched its internship program to support the behavioral health workforce.

The youth division provided prevention services to 22 schools and Mental Health counseling in 4 schools. July 2019, TCN hosts the first Annual School Supply Drive and open house distribution event providing school supplies to youth and families in the community.

July 2019, TCN finalizes the acquisition with Consolidated Care, expanding TCN services to Logan and Champaign Counties. This acquisition included adding a domestic violence shelter, domestic violence drop-in center and outpatient offices in Bellefontaine, Russel’s Point, Urbana, and West Liberty. TCN begins providing crisis services in these areas, staffing the psychiatric division, and also providing jail services.

October 2019, TCN purchased another apartment building, located in Kettering. February 2020, TCN began utilizing this location as a 12-bed facility for its first women’s line of transitional housing. The location was named The Minda Robinson House after a woman who impacted the lives of many individuals in recovery.

November 2019, Construction wrapped up on the new TCN Community Room located in Xenia. The room is state of the art and expands training and resources to the community.

December 2020, TCN leaders begin attending monthly professional growth meetings. The goal of these meetings is to support the continued education of TCN leaders and put necessary tools to support success for the leader, their division, and the agency.

The COVID Pandemic shut down most of the country. TCN remained open to continue providing the life saving necessary services to clients both in person and via telehealth. TCN completely re-vamped tele-health services, including opening a virtual walk-in clinic. Access to treatment was available to telehealth rooms at all TCN offices for clients with limited resources and access to internet.

July 2020, TCN starts its first eating disorder treatment group.

November 2020, TCN piloted the first Quick Response Team (QRT) in Greene County.  

January 2021, TCN merges with Miami County Recovery Council located in Miami County. The merger supported TCN’s strategic plan of becoming the preferred regional behavioral health provider in the greater Miami Valley, and completing the substance use continuum of care.

February 2021, TCN launches the Wellness Committee to support self-care and wellness for our staff.

May 2021, TCN Purchased 1825 Commerce Center Boulevard located in Fairborn to become the new TCN Headquarters. Services from 600 East Dayton Yellow Springs Road in Fairborn relocated to the new office and officially opened on October 4th. The Medication Assisted Treatment (MAT) program, Youth Services, and on-site pharmacy expanded to the new location that were not previously provided at the Fairborn office. Many administrative offices relocated to this site, alleviating space issues at other TCN locations, and allowing for expansion of services in Xenia and Fairborn. Saturday hours continued at this location.

June 2021, TCN partnered with The Health Collaborative (THC) to begin participation in the Health Information Exchange (HIE). The HIE allows health care professionals to access and securely share patient medical information electronically. This access will improve speed, quality, safety, and cost of patient care.

November 2021, TCN acquired a house on Chillicothe Avenue in Bellefontaine. The naming of the location was open to the community and the house officially became known as the Vivian Koontz Recovery Home on November 11th. Vivian or “Miss Viv” as she was known by many, had been sober since 1978 and was one of the few women sponsors in the Bellefontaine area for many years. The house provides sober living for women and supports women’s recovery in the TCN’s regions.

November 2021, TCN undergoes an audit with the International Commission on Accreditation of Rehabilitation Facilities also known as “CARF”. 2255 standards were applied to the agency with only 7 recommendations in the final report. This was the best audit in TCN history and TCN again receives the highest accreditation. Auditors sited TCN as having “excellent innovative evidence services”, “top notch business”, and “could compete nationally.”

July 2021, The MHDAS of Logan and Champaign Counties begin funding full-time positions known as school navigators. These are new positions for TCN. School navigators are based in the school district to collaborate with school staff to support students facing behavioral health challenges. Navigators assist students and families in accessing ongoing treatment needs and community resources, attend school meetings, conduct screenings, facilitate interventions, and develop groups for students.

January 2022, The TCN Board of Directors approves a $10 million SPMI Housing Project known as Rockdell Villas in partnership with Oberer Companies, OhioMHAS, MHRB, and Miami Valley Housing Opportunities. In December 2022, TCN receives priority designation from the Balance of State out of 82 counties to move forward with the project by partnering with OhioMHAS for $750,000 in funding, by applying for tax credits, through $500,000 funding support from the MHRB, and partnering with GMHA to obtain rent vouchers for clients.

February 2022, TCN joins the 988 National Suicide Prevention Lifeline supporting Greene, Clark, Madison, Logan, and Champaign Counties. The lifeline is a United States based suicide prevention network of over 160 crisis centers. July 2022, TCN began providing 24/7 coverage. Anyone in suicidal crisis or emotional distress can receive support by dialing 988 on any phone.

March 2022, TCN implements a new bonus program for staff called Client Care Hours. The program is an incentive bonus payment plan based upon revenue produced.

September 2022, during the TCN All Staff meeting the agency Harm Reduction Philosophy is provided to all employees. Ongoing education and training will enforce this philosophy that focuses on the evolution of addiction treatment. TCN looks at treating the client as a whole and how to get and keep them engaged, not purely abstinence.

October 2022, TCN opens up Professional Growth meeting to all employees of the agency. Employees are invited to attend the monthly meeting and participate in training courses to benefit them professionally and support the TCN mission and vision.

October 2022, TCN revamps its internship program now led by the Human Resources department. The goal is to address workforce issues on the front end through recruiting efforts working with many schools and leveraging TCN as a teaching site. Eligible candidates are placed into roles within the agency that best supports the providers, clients, and interns.

The TCN Wellness Committee implements Wellness Rooms at all TCN office locations to support staff with a quiet place for breaks, meditation, and relaxation.

TCN’s budget is $21 million. TCN provides over 20 Evidence Based Practices and tracks outcomes of care using over 22 IMPACT measures that are fully vetted and statistically reliable. TCN partners with our clients and allows them to view their scores in the Carelogic electronic health record to show efficacious treatment.

January 6, 2023, TCN opens the SUN (See U Now) Clinic named after the late Chief Medical Officer, Dr. Carmel Flores, a beloved member of the TCN family. The SUN Clinic name honors her because of her personal vision word, “sunshine”. The SUN Clinic’s mission is “empowering the client to make decisions about their health care, with in-person and virtual options to reduce barriers to treatment with a multi-disciplinary team of providers.” Existing TCN adult clients can be seen during the clinic for any service without an existing appointment.

February 2023, Mullaney’s Pharmacy opens inside the TCN Fairborn Headquarters. The onsite pharmacy offers clients and staff immediate access to prescription medications with options such as pick up or any office delivery.

March 2023 – TCN moves youth services to the Xenia office in order to offer a singular location for treatment of both youth and adults.

June 2023, TCN implements the Vivitrol program to reduce waste and improve access to medication for our clients. When prescribed Vivitrol, clients can begin the medication same day.

TCN partners with Beavercreek schools to embed two counselors into the school district to meet the needs of youth where they are and when they are needed. Similarly, a counselor is embedded in the Fairborn schools.

July 2023, TCN implements the Volunteer Plan. The plan serves as a guide for managing volunteers in the agency through recruiting, training, and supporting the needs of both the agency and the volunteer.

July/August 2023 – From July 30-August 4 TCN held their annual school supply drive at all office locations. These events, open to the general public, served 295 kids. Kids got to pick out backpacks and all their supplies, as well as enjoying free refreshments, balloons, sidewalk chalk and games.

October 2023, TCN partners with Beavercreek Schools to expand resources to students with educational presentation, job shadowing opportunities, and employment opportunities.

November 2023, TCN received Ohio Recovery Housing (ORH) certification for all recovery housing sites. ORH certification is a mark of quality and trust for recovery residences, signaling that a home provides a safe, supportive, and substance-free environment for individuals on their recovery journey. Certified homes follow nationally recognized best practices, emphasizing peer support, resident empowerment, and strong community connections. This certification not only ensures accountability and consistent standards but also opens the door to referrals from treatment providers, healthcare systems, and courts. Choosing an ORH-certified home means choosing a place committed to long-term recovery, stability, and hope.

TCN grant initiatives expand to 46 active grants. Grant funding becomes a necessary source of funding to provide life saving services to the community.

January 2024, TCN implements new agency wide Values, TCN C.A.R.E.S. with input from all employees to continue to promote our mission and vision.

TCN partners with MEND to provide an improved and efficient virtual experience for both clients and staff including but not limited to Virtual Walk in Clinic and appointment reminders. In the future, clients will be able to self-schedule.

TCN implements iCarol for an improved 988. iCarol takes many of the administrative tasks of running a 988 contact center and integrates them into one system. This includes follow-up caring contacts to people that have reached out to check on them.

OhioMHAS awards TCN $750,000 for the Rockdell Villas project. Rockdell is projected to break ground in 2025. Rockdell will be a 40 unit apartment complex located in Fairborn Ohio aimed at housing the chronically homeless population. The Mental Health and Recovery Board of Clark, Greene, and Madison has supported the project by providing $500,000 toward the purchase of the land. Greene Metropolitan Housing has partnered with TCN to provide 40 vouchers to cover each unit for clients who qualify under the point of entry system. TCN plans to use this site to pilot an innovative new vocational program open to all clients of TCN through a laundry service. Clients will have the opportunity to participate in the laundry program to learn valuable job skills and support their own community. The project originally estimated to be $10 million is now projected to exceed $14 million through the support of partners and grant funding.

The 2023 implemented SUN (See U Now) clinic provided 434 services to 262 distinct clients in twelve months. In January 2024, TCN opens a second SUN (See U Now) clinic at the Bellefontaine location to expand availability to this service.

March 2024, TCN staff and volunteers lead efforts to assist in emergency needs of the Logan county community following a deadly EF-3 tornado. Grant funds from the United Way were immediately secured so that TCN could purchase supplies for those in need.

TCN grants increase to 48, generating over $5 million dollars for the agency to provide services.

TCN’s domestic violence program becomes a Certified Sexual Violence Center which allows TCN to access additional grant funding opportunities to provide free advocacy, counseling, and support to survivors of sexual violence both female and male.

April 2024, TCN residential locations update meal menus and vendors to provide healthier foods including farm to table meat and vegetables from local farmers.

May 2024, TCN implements The Change Companies’ SUD/Dual curriculum—an evidence-based, client-led approach to group treatment. This interactive model encourages active client participation and personalization, with materials tailored for each level of care. It also supports continued use of other materials and support groups. Designed specifically for clients involved with the court system, the curriculum avoids stigmatizing or alienating "criminal" language, allowing clinicians to focus more on meaningful engagement in treatment.

TCN partners with WDTN, Dayton Channel 2 News in collaboration for Mental Health Awareness Month to enhance awareness and combat stigma. Leaders participated in live television segments including the 5pm News and Living Dayton.

TCN partners with Union County to provide services in their Jail. Additionally, TCN partners with Logan County Family Treatment Court for drug court assessments and substance use disorder treatment services.

June 2024, TCN implements a drop-in computer lab, located in the Xenia Community Room, as an addition to our existing vocational services. Clients can access computers during lab hours to complete online training, build resumes, do job searches and much more on an independent basis or with the support of our Vocational Specialist.

TCN was selected by the Xenia Area Chamber of commerce to be the recipient of donations during their annual golf outing. TCN broke the existing donation record during the event from participant donations.

July 2024 TCN partners with the MHRB of Warren and Clinton Counties to provide services to their youth in the juvenile detention center located in Xenia, Ohio.

July-August 2024, TCN’s Annual School Supply Drive sets a new record providing school supplies to 400 children during 5 hosted community giveaway events regionally across 5 counties in Ohio.

September 2024, TCN begins hosting hiring events allowing for walk in interviews to assist in filling open roles across the agency. Virtual interview options are also implemented to support the needs of potential applicants.

TCN hosts the first ever Chalk the Walk for Recovery event. Attendees participated in creating art masterpieces to reduce the stigma around substance use.

December 2024, TCN is selected by Wright Patt Credit Union Sunshine Community Fund as the 2024 InspirRAYtion Grant recipient in the amount of $10,000 allowing us to purchase group curriculum and expand education around financial literacy to our clients.

January 2025, out of 1400 applicants, TCN is awarded $300,000 in grant funding from the OneOhio Foundation to complete necessary renovations to the Troy Farmhouse location allowing us to provide an additional 16 beds for residential/recovery housing. The grant is part of an inaugural round of approximately $51 million in funding made available by the foundation.

TCN is awarded $366,158 as a part of The Ohio Department of Mental Health and Addiction Services State Opioid and stimulant Response 4.0 initiative allowing for expansion in the Peer Recovery Support program. These grants, in addition to a recent Miami County Opiod grant of $20,000 and an increased VAWA renewal at $52,000, put TCN at an all-time high of 38 grants.

February 2025, TCN expands the Peer Recovery Support (PRS) program to better meet the needs of our clients. A PRS can assist clients in understanding what services they are being referred to, what to expect, and assist in eliminating any barriers to access services.

February 2025 also marked the completion of drop-in computer labs at the Fairborn and West Liberty facilities, which in addition to the established computer lab in Xenia allows for expanded vocational capabilities.

April 2025 TCN completed an overhaul of our Internship program starting with a new online application and evaluation forms and a full internship timeline that maps out the steps between the onboarding and offboarding of interns to make this process seamless and effective for all stakeholders.
